Welcome Letter from Dave Ashmore, Director of Housing Services

Manchester is a city that has a strong vision. Our collective vision is for Manchester to be a top-flight world class city by 2025. As a city, we are fully committed to the delivery of Our Manchester Strategy and its priorities. . In Manchester we are proud of our history of social housing. We led the way nationally when we built the first Council homes in 1894. Today our commitment to delivering quality affordable homes is just as strong. Over the past year we have established our new vision for social housing in North Manchester that complements the ambitions of a new Housing Strategy for our City. Our vision, A Place Called Home, will establish and deliver resident led housing services that are high on quality and value for Council tenants.

To develop A Place Called Home, we worked with local residents, elected members, partners and our colleagues to create a new vision for our housing services which reflects the Our Manchester principles.

The housing landscape is changing dramatically. There is a new social housing bill, new building safety legislation and new consumer standards. We want our residents at the heart of this, driving positive change. We need people with energy and passion to join us on our journey, to drive the commitments laid out in the vision and deliver fit for purpose, resident led services.  

This is an exciting time for the Council as we deliver organisational change that will see us in the best shape for the future. If you have the drive, passion and dynamic leadership qualities needed to deliver for Manchester, we want to hear from you.

Why Manchester…?

Manchester City Council aims to be in the top-flight of world-class cities, with a dynamic economy and highly skilled people; to be well-connected, limiting climate change, and helping all of us feel safe and live well in our attractive and welcoming city.

Why Housing Services…? 

Housing Services in Manchester has a key role to play in the evolution of our City, making sure properties are high-quality and safe and residents and neighbourhoods are at the heart of everything we do. There is a new social housing bill, new building safety legislation and new consumer standards, which means the housing landscape is changing dramatically. 

We want our residents at the heart of this, driving positive change. We have listened to residents about what matters to them most as a council tenant and they expect from their landlord. We have also worked with our colleagues to better understand our services. The result of which, is our new A Place Called Home vision, launched in 2022, which sets out our shared priorities for housing services. 

These are:

  • Resident led services, putting you at the heart of everything we do
  • High quality housing services and home improvements for secure, warm, sustainable homes
  • Welcoming, safe and vibrant neighbourhoods

‘A Place Called Home’ complements the ambitions of a new Housing Strategy for our City. Our vision, will establish and deliver resident led housing services that is high on quality and value for Council tenants. 

We are a service working to a brand new vision designed by our residents, focussed on continuous improvement. This role has a key part to play in the changing legislation within social housing and ensuring we are delivering the best services for our residents. Could this be you? Belinda Rourke  - Head of Customer Experience 

I have worked for Northwards and then MCC since July 2019 having held a number of roles in housing including as a Sheltered Scheme Manager and Resident Engagement Officer at the start of my career. 

I am passionate about providing excellence for our residents and strive to do this every day. My role is extremely varied and I particularly enjoy looking at new ways for residents to give us feedback on our services and ensuring we action this into real results. There are some real challenges in my areas of the business too including how we provide the right methods of contact for our residents, at the right time and get it right first time every time!  

I started in housing straight from university after completing a psychology degree and have been lucky to be offered a variety of training since I started including vital skills in project management. I’m also a huge conference advocate and relish the opportunity to hear how others are navigating social housing. 

I feel really strongly that the home you live in should be your sanctuary and allow you to focus on ensuring you and your family can thrive. I’m dedicated to improving services in North Manchester and really look forward to seeing how we can realise our ambitions.

Clint Rae - Building Safety Manager 

I joined Housing Services in June 2020 as the Building Safety Manager. My background is in property related compliance and I have worked in social housing  for over 20 years starting as a Building Services Engineer. In my current role, I work with colleagues within MCC on the design of standards and processes with regards to the new Fire Safety Regulations and the Building Safety Act and manage the fire risk assessment programme. I am qualified in fire safety, water hygiene and management of asbestos and gas. This is a really challenging role due to the nature of ever-changing regulations and guidance however I am really passionate about ensuring that the buildings and more importantly, those who live in them are safe and to try and make a positive difference .
